Over the years, I have spent countless hours on selecting the best artwork for my albums in my Apple Music library, and I would really appreciate an easy way to fix the many missing/poor piccies in my Sense library. A bulk access of my Apple Music artwork database from the Sense app or browser would be great for me.. A more useful (less restrictive) feature would be a drag & drop function for changing the artwork in Sense, one album at a time. It should accept a drag&drop of an album from Apple Music, but only to change the artwork.

Ok, I was naïve to think drag and drop could work seamlessly from an Apple app... But once I get the artwork extracted from my "legacy music library" into JPG or PNG files, would it be conceivable to drag and drop an artwork file into the corresponding album in the Sense app?

This does also require support from Apple Music to allow its data to be extracted like that, which i suspect is unlikely but you could try another music/media manager and see if it lets you drag and drop artwork over. I would say the faster solution to this to save you going through one album at a time, is some kind of tool that would all that artwork in Apple Music to be embedded into the actual music files themselves.
In any case, whilst a drag-and-drop function is technically possible if you using Finder or Windows Explorer, to extract out of Apple Music itself is very likely not possible due to the Apple 'closed garden' approach - it's not an open platform that allows this kind of access.
